Matt Wiebe reintroduced Bill 4 (Constitutional Questions Amendment Act) and says any future use of the Charter's notwithstanding clause in Manitoba must be 'subject to robust public discussion' and that Bill 4 will 'assist in the democratic process.'

Kinew opposes using the notwithstanding clause to override protected rights, warning it can 'trample on rights.' His government sought intervener status at the Supreme Court to ensure courts can review whether such laws violate Canadians' rights.
